          <TD>The EU is committed to combat climate change and to =
increase=20
            security of its energy supply. Bioenergy from forestry and=20
            agriculture plays a key role for both. The Common =
Agricultural=20
            Policy helps agriculture and forestry to provide biomass for =
energy=20
            and encourages the use of bioenergy in rural areas.=20
      </TD></TR></TBODY></TABLE>
      <P><BR>Bioenergy is one form of renewable energy among many from =
other=20
      sources (wind, solar, hydraulic, geothermal etc). Feedstocks for =
bioenergy=20
      are storable, bioenergy can thus be produced constantly and is a =
reliable=20
      source of energy. It is amply available in all parts of Europe. =
That is=20
      why bioenergy accounts with about two thirds by far for the =
largest share=20
      in total renewable energy. Bioenergy comes either in the form of =
solid=20
      biomass, biogas or of biofuels. It can generate electricity, =
deliver heat=20
      directly or come as a fuel. Biomass is provided by forestry - =
which=20
      provides half of the EU's renewable energy - agriculture and =
organic=20
      waste. Liquid biofuels are currently mainly made out of =
agricultural=20
      crops.</P><A name=3Dpolicy></A>
      <H2><BR>EU energy policy</H2>
      <P>In January 2007, the Commission set out a long-term strategy =
for=20
      renewable energy in the European Union (EU): The <A=20
      =
href=3D"http://eur-lex.europa.eu/smartapi/cgi/sga_doc?smartapi!celexplus!=
prod!DocNumber&amp;lg=3Den&amp;type_doc=3DCOMfinal&amp;an_doc=3D2006&amp;=
nu_doc=3D848">Renewable=20
      Energy Road Map</A>. Its two main objectives are increasing =
security of=20
      energy supply and reducing greenhouse gas (GHG) emissions. An =
assessment=20
      of the share of renewable energy in the energy mix and the =
progress made=20
      in the last 10 years shows that more and better use can be made of =

      renewables. Already back in 1997, the EU set itself the target of=20
      generating 12% of gross domestic energy consumption from renewable =
sources=20
      by 2010. In 2007, this share stood at 6.9%, two thirds of which is =

      bioenergy.</P>
      <P>In the Road Map, the Commission proposed setting a mandatory =
target of=20
      20&nbsp;% for the share of renewables in energy consumption in the =
EU by=20
      2020 and a mandatory minimum target of 10&nbsp;% for biofuels. It =
also=20
      proposed creating a new legislative framework to enhance the =
promotion and=20
      use of renewable energy.</P>
      <P>In March 2007, the European Council agreed on an energy policy =
[<A=20
      =
href=3D"http://www.consilium.europa.eu/ueDocs/cms_Data/docs/pressData/en/=
ec/93135.pdf">pdf</A>]=20
      as proposed by the Commission. The European Parliament endorsed =
the=20
      action. </P>
      <P>On 23 January 2008, the Commission made specific proposals on =
how a=20
      policy to attain these objectives could be formulated (<A=20
      =
href=3D"http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=3DCELEX:520=
08PC0019:EN:NOT">proposal=20
      for a directive on the promotion of the use of energy from =
renewable=20
      sources</A>).

      <H2><BR>Bioenergy and the CAP </H2>
      <P>The Common Agricultural Policy (CAP) supports both the supply =
of=20
      bioenergy from agriculture and forestry as well as the use of =
bioenergy on=20
      farms and in rural areas.</P>
      <P>First of all, farmers producing bioenergy crops can benefit =
from the=20
      Single Farm Payments or Single Area Payments. Farmers are free to =
decide=20
      whether (and what) they produce for the food industry, for feed =
use or for=20
      energy purposes.</P>
      <P>The share of energy crops is very low, as prices for food and =
feed use=20
      are more attractive. In order to stimulate specifically bioenergy=20
      production, the EU grants an energy crop premium of 45 EUR/ha on a =
maximum=20
      2.0 mio ha and allows farmers to grow energy plants on set-aside =
land. In=20
      both cases, farmers have to prove that the crop is actually =
entering the=20
      energy chain. The following table shows the breakdown of energy =
crop area=20
      into the two specific schemes and how much is produced without any =

      specific aid.</P>

      Check" of the CAP</A>, the Commission proposed to abolish the =
energy crop=20
      premium and the compulsory set-aside. In this case no specific =
support for=20
      bioenergy production will be left in the first pillar of the CAP.=20
      Nevertheless, biomass production will continue to grow stimulated =
by=20
      strong demand due to the political targets.</P>
      <P>Apart from these measures in the first pillar of the CAP which =
aim at=20
      increasing the supply of bioenergy, there is a variety of =
instruments in=20
      the second pillar of the CAP, the <A=20

      The RD pillar of the CAP is best suited to address the new =

      <P>How much energy will come from biomass? This will depend on =
many=20
      factors: market forces, economic incentives and speed of =
technological=20
      change in the different renewable energy subsectors will inter =
alia=20
      determine the energy mix necessary to achieve the 20&nbsp;% target =
in=20
      2020. The projected contribution of biomass thus hinges heavily on =

      assumptions. <BR><BR>The European Environmental Agency (EEA) =
estimated [<A=20
      =
href=3D"http://reports.eea.europa.eu/eea_report_2006_7/en/eea_report_7_20=
06.pdf">pdf</A>]=20
      EU primary energy requirement at 1.8 billion tonnes oil equivalent =
(toe)=20
      in 2020 and projected biomass to be able to contribute with =
13&nbsp;% or=20
      236 million toe, compared to 69 million toe actually provided in =
2003.</P>
      <P>An almost identical projection is reproduced in the =
Commission's Impact=20
      Assessment of the Renewable Energy Roadmap [<A=20
      =
href=3D"http://ec.europa.eu/energy/energy_policy/doc/05_renewable_energy_=
roadmap_full_impact_assessment_en.pdf">pdf</A>]=20
      where the higher scenario results in a biomass potential of 230 =
Mtoe, the=20
      lower being 195 Mtoe.</P>
      <P>The FORRES study [<A=20
      =
href=3D"http://www.eeg.tuwien.ac.at/research/downloads/PR_30_FORRES_summa=
ry.pdf">pdf</A>]=20
      also has analysed two scenarios: The business as usual scenario=20
      anticipates 215 million toe, whereas the policy scenario, where =
policy is=20
      assumed to maximise renewable energy, suggests a much higher =
potential in=20
      2020: 455 million toe.</P>
      <P>Based on current knowledge it is thus reasonable to assume that =
biomass=20
      could account for two thirds of the renewable energy target in =
2020. For=20
      this to become reality biomass use has roughly to triple. The two =
studies=20
      which give a sectoral breakdown allow to discern a similar two =
stage=20
      pattern: In the short to medium run, available but partly unused =
biomass=20
      potential from waste, forestry, and residues can readily be tapped =
into.=20
      In the longer run, they agree that most of the genuine growth in =
biomass=20
      potential will have to come from "agriculture" (EEA study) or=20
      "agricultural products" (Impact Assessment of the Renewable Energy =

      Roadmap).</P>
      <P>Wood counts for approximately 80&nbsp;% of the biomass used for =

      renewable energy. A clear potential to intensify forest =
utilisation for=20
      energy exists in the EU as only 60=E2=80=9370&nbsp;% of the annual =
increment of EU=20
      forests is harvested. At present about half of the harvests are =
eventually=20
      used for energy, by-products from higher value processing have a=20
      significant share. Significant expansion potentials locate in =
smaller=20
      private forest holdings and are related to forest residues and=20
      complementary fellings, namely first thinnings.</P>

      <H2><BR>Biofuels</H2>
      <P>Biofuels are the main substitute for petrol and diesel in =
transport=20
      available on a large scale and usable in ordinary vehicles. The =
use of=20
      biofuels such as biodiesel, bioethanol and, to a lesser extent, =
biogas can=20
      therefore be an important way of promoting more sustainable energy =
use in=20
      transport and of reducing dependence on fossil fuels. Biofuels =
generally=20
      have a better greenhouse gas (GHG) performance than fossil fuels =
and=20
      therefore help the EU meet its obligations to reduce greenhouse =
gas=20
      emissions.</P>
      <P>In 2003, the <A=20
      =
href=3D"http://eur-lex.europa.eu/Notice.do?val=3D284964:cs&amp;lang=3Den&=
amp;list=3D432026:cs,284964:cs,&amp;pos=3D2&amp;page=3D1&amp;nbl=3D2&amp;=
pgs=3D10&amp;hwords=3D">Biofuels=20
      Directive</A> set out indicative targets for Member States: The =
share of=20
      biofuels should be gradually increased and should account for 5.75 =
% of=20
      total fuel consumption in 2010. Despite efforts made in some =
Member=20
      States, the average share of biofuels was estimated at less than =
2&nbsp;%=20
      in 2006.</P>
      <P>That is one reason why the European Commission proposed in the =
<A=20
      =
href=3D"http://eur-lex.europa.eu/smartapi/cgi/sga_doc?smartapi!celexplus!=
prod!DocNumber&amp;lg=3Den&amp;type_doc=3DCOMfinal&amp;an_doc=3D2006&amp;=
nu_doc=3D848">Renewable=20
      Energy Roadmap</A> to set a binding target of 10 % to be achieved =
by 2020.=20
      In March 2007, the Council endorsed this target [<A=20
      =
href=3D"http://www.consilium.europa.eu/ueDocs/cms_Data/docs/pressData/en/=
ec/93135.pdf">pdf</A>].</P>
      <P>On 23 January 2008, the Commission made specific proposals on =
how a=20
      policy to attain a 10 % biofuels target could be formulated (<A=20
      =
href=3D"http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=3DCELEX:520=
08PC0019:EN:NOT">proposal=20
      for a Directive on the promotion of the use of energy from =
renewable=20
      sources</A>), addressing the issues of environmental =
sustainability and=20
      possible impacts on agricultural commodity prices and food =
security.</P>
      <P>In order to assess the impact of a minimum 10 % obligation for =
biofuel=20
      use in the EU-27 in 2020 on agricultural markets a study [<A=20
      =
href=3D"http://ec.europa.eu/agriculture/analysis/markets/biofuel/impact04=
2007/text_en.pdf">pdf</A>]=20
      was carried out which projects total demand for biofuels to be =
34.6 mtoe=20
      in 2020, of which 6.4 mtoe will be covered by imports; EU =
production of=20
      biofuels will cover four fifths of total demand. About 15&nbsp;% =
or 17.5=20
      mio ha of the arable land will be needed for the production of =
biofuels in=20
      the EU. This corresponds to a theoretical energy yield of 1.6 toe =
per ha=20
      arable land. In 2020, 59 mt of cereals or 19&nbsp;% of total =
consumption=20
      in the EU and 30.4 mio t of oilseeds or 47&nbsp;% of total EU =
consumption=20
      will be used for biofuels. The impact on prices is expected be =
small in=20
      the case of cereals (an increase by 3 to 6%), and moderate for =
oilseeds=20
      (plus 8-15&nbsp;%). The conclusion is that a 10&nbsp;% biofuels =
target is=20
      achievable by using mainly domestic resources and without putting =
strain=20
      on food and feed markets.</P>

      <H2><BR>Feedstock use for biofuels</H2>
      <P>Total oilseed use for fuel (almost exclusively rapeseed) is =
estimated=20
      at 9.2 million t in 2007/2008, one million t more than in the =
previous=20
      year, and double the amount used in 2004/2005. For comparison, =
total EU=20
      oilseed production is estimated at 24.0 million t and total EU =
oilseed=20
      consumption at 48.7 million t in 2007/2008. Apart from converting=20
      vegetable oils (almost exclusively rapeseed oil) into biodiesel, a =

      considerable amount of vegetable oils (at least 0.6 million toe in =
2006)=20
      is used in natura (as such) as fuel in transport (rapeseed oil) =
and in=20
      stationary plants (mainly palm oil).</P>
      <P>The use of EU-grown cereals for ethanol increased from 0.7 to =
3.5=20
      million tons from 2004 to 2006. However, this trend came to a halt =
in the=20
      marketing year 2007/2008, when grain use for ethanol is estimated =
to drop=20
      to just 2.0 million t (a reduction of 1.5 million t compared to =
the=20
      previous year) due to high cereal prices and strong ethanol =
imports. Grain=20
      use for fuels thus represents less than 1% of both total EU cereal =

      production and use in 2007/2008. Grains will account for about 0.6 =
million=20
      t of ethanol in 2007/2008. Sugarbeet use in 2006 had been =
estimated at=20
      about 0.8 million tons of sugar equivalent which corresponds to =
about 0.4=20
      million t of ethanol.</P>
      <P>Apart from biofuels, the refineries produce by-products which =
are=20
      protein-rich feedstuffs and help to reduce EU's deficit in feed =
protein.=20
      These by-products substitute grain for feed and other feedstuffs =
and=20
      reduce thus the impact of biofuels on agricultural markets.</P>
      <P>If the quantities of agricultural crops currently used for =
fuels are=20
      compared to global consumption of cereals and oilseeds, the =
conclusion is=20
      that the current EU biofuels policy does not have more than a very =

      marginal effect on food prices compared to the food price rises =
observed=20
      since 2006, which are driven by factors other than the EU biofuels =
policy.=20
      The Commission has <A=20
      =
href=3D"http://ec.europa.eu/agriculture/foodprices/index_en.htm">analysed=
=20
      the reasons for and implications of the current food price hike =
and=20
      identified several actions to address the problem</A>.</P>
      <P>For 160 million people who survive on less than half a dollar a =
day,=20
      food price inflation can spell disaster. Aware of this, the =
Commission is=20
      committed to monitor the commodity price changes associated with =
the use=20
      of biomass for energy and any associated positive and negative =
effects on=20
      food security and will propose corrective action if necessary (<A=20
      =
href=3D"http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=3DCELEX:520=

incentives=20
      in order to get biofuels which do not use food staples as =
feedstocks=20
      (second generation) rapidly to the market.</P>

      <P>In the EU, production of agricultural biomass for energy has to =
meet=20
      the same environmental standards as production for food and feed =
purposes.=20
      This is guaranteed by the <A=20
      =
href=3D"http://ec.europa.eu/agriculture/glossary/index_en.htm#crocom">cro=
ss-compliance=20
      of the direct payments</A>. The <A=20
      =
href=3D"http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=3DCELEX:520=
08PC0019:EN:NOT">proposal=20
      for a Directive on the promotion of the use of energy from =
renewable=20
      sources</A> establishes, first, that biofuels which come from =
converted=20
      land with formerly high carbon stocks (pristine forests and =
peatlands) or=20
      from land with high nature value may not be counted against the =
10&nbsp;%=20
      target and have to be excluded from any beneficial treatment. =
Second, for=20
      every type of biofuels its greenhouse gas (GHG) savings potential =
is=20
      calculated through a life cycle assessment, ie including input use =
for=20
      feedstocks, transport, processing. These provisions aim at =
ensuring that=20
      the biofuels used in the EU =E2=80=93 whether they were produced =
domestically or=20
      abroad =E2=80=93 actually help to save GHG emissions and that they =
do not have a=20
      negative impact on biodiversity. According to the proposal, the =
Commission=20
      will also have to report on sustainability requirements for =
biomass for=20
      non-fuel use and make appropriate proposals by the end of =
2010.</P>
      <P>For biomass from forests, the principles of Sustainable Forest=20
      Management safeguarding not only economic but also ecological and =
social=20
      functions of forests apply for all forest management activities. =
When=20
      extracting more wood for energy, the site suitability has to be =
taken into=20
      account, considering impacts on biodiversity, site fertility, =
erosions,=20
      soil and watershed protection.</P>
