The Annex provides a detailed description and analysis of the policy showcases which served as the basis for the Policy Guidance Paper. The showcases were analyzed concerning the following points: the sustainability principles considered and the measures taken to implement them, whether the measure taken was successful or not, the weakness and the strength of the showcase and the needs for policy optimization.
The description sheets provide a short overview of the showcases selected. Here, the most important information about the showcases can be found summarized on one or two pages.
This policy guidance paper has been elaborated within the frame of WP 3, task 3.4 „Sub-regional and municipal policy strategies promoting sustainable bioenergy“. It provides findings from 10 good practice policy showcases from 8 countries of the Baltic Sea Region illustrating how bioenergy production and consumption can be promoted on a local level in a largely sustainable way. Special emphasis is given to the integration of sustainability criteria for bioenergy production into sub-regional and municipal activities. It aims to provide inspiration and orientation regarding local policies and measures supporting sustainable bioenergy production and consumption.
The following report has been prepared in the frame of the Interreg IVB project Bioenergy Promotion which is coordinated by the Swedish Energy Agency involving 33 partners from the Baltic Sea Region (BSR) including Norway. The document has been prepared in the frame of Work Package 3 (Policy). The main rationale of this work package is to support the development of coherent national and (sub)regional policies promoting the sustainable production and consumption of bioenergy.
The report has been eleborated in the frame of WP 3 Policy, Task 3.3 (Policy assessment and strategy development). The main rationale of work package 3 is to support the development of coherent national and (sub)regional policies promoting the sustainable production and consumption of bioenergy. The purpose of the country policy assessment reports is to describe the main promotional policies and support schemes for bioenergy and to assess to what extent national policy frameworks including the National Renewable Energy Action Plans (NREAPs) contribute to Sustainable Development and integrate related sustainability principles and criteria. This assessment takes into account the a) binding sustainability criteria for biofuels/bioliquids contained in the Renewable Energy Directive (RED), b) the non-binding criteria/recommendations contained in the European Commission’s Biomass Sustainability Report COM (2010)11, c) the sustainability principles and criteria developed for the BSR in the framework of Bioenergy Promotion, particularly those which are not covered by the RED (e.g. resource efficiency, energy efficiency). The reports conclude with a brief summary of country-specific policy needs and recommendations.

Mapping the Baltic Sea Region on Technology Developments.
The purpose with the report was to evaluate the development of the established RNPs. A questionnaire consisting of 12 different questions regarding the way the RNPs are organized, their goal and expectation, their funding, their target groups and the strategy used to disseminate information was answered by 11 of the partners. The results as well as the author’s reflections over them is shown in this report.
