Country policy assessment report from Latvia

The policy reports address policy makers, public authorities, support scheme managers, policy advisory organisations and other stakeholders in the BSR and beyond. The reports have been eleborated in the frame of Work Package 3 (Policy). The main rationale of this Work Package is to support the development of coherent national and (sub)regional policies promoting the sustainable production and consumption of bioenergy.

The purpose of the policy assessment reports is to describe the main promotional policies and support schemes for bioenergy and to assess to what extent national policy frameworks including the National Renewable Energy Action Plans (NREAPs) contribute to Sustainable Development and integrate related sustainability principles and criteria. This assessment takes into account the

  • the binding sustainability criteria for biofuels/bioliquids contained in the Renewable Energy Directive (RED),
  • the non-binding criteria/recommendations for solid and gaseous biomass contained in the European Commission’s Biomass Sustainability Report COM (2010)11,
  • the sustainability principles and criteria developed for the BSR in the framework of Bioenergy Promotion, particularly those which are not covered by the RED (e.g. resource efficiency, energy efficiency).


The reports conclude with a brief summary of country-specific policy needs and recommendations.

The policy reports have been prepared under the leadership of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) in co-operation with the Environmental Policy Research Centre (FFU) of the Freie Universität Berlin. BMU assumes responsibility for the overall leadership of Work Package 3 (Policy).
